Expatriate Employment Process

Step-by-Step Process for Employment Pass and Work Permit Application in Malaysia

1. Employer Registration
   - A Malaysian company must register with the Expatriate Services Division (ESD), depending on the type of employment permit required.
   - Certain industries, such as manufacturing, may need additional approvals from agencies like MIDA, MYFUTUREJOB, and JTK.

2. Expatriate Post or Quota Approval
   - For an Employment Pass, the employer must apply for Expatriate Post approval and a Foreign Worker Quota.

3. Submitting the Work Permit Application
   - Applications should be submitted online through the ESD Portal for the Employment Pass (EP) or Pre-Employment Visa (PVP).

4. Visa With Reference (VDR)
   - Once approved, the Immigration Department issues a Visa With Reference (VDR).
   - The employee uses this VDR to apply for their visa in their home country.

5. Entry into Malaysia
   - The employee can enter Malaysia using the VDR.

6. Endorsement and Work Permit Issuance
   - The employee must submit their passport to have the work permit sticker endorsed.
   - Depending on the category, a work permit card (i-Kad) may also be issued.
